The name Lëpîfk-kihe Bî is derived from the Iron Elvish language, as Lëpîfk-kihe Bî was founded by Kelè Glèbm Trtesí, who was culturaly Iron Elven.
Climate
Lëpîfk-kihe Bî has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cold 9°C (48°F). Lëpîfk-kihe Bî receives an average of 215 cm/y (84 in/y) of precipitation, most of which comes in the form of rain during the spring. Lëpîfk-kihe Bî covers an area of nearly 6 km2 (2 mi2), and an average elevation of 1278 m (4192 ft) above sea level.
Overview
Lëpîfk-kihe Bî was founded durring the early 15th century in winter of the year 1419, by Kelè Glèbm Trtesí. The establishment of Lëpîfk-kihe Bî was only bairly constructed. The sheer number of problems with its founding were enough to make several of the backers funding Lëpîfk-kihe Bî's construction back out of the project. Kelè Glèbm Trtesí pushed on reguardles, and Lëpîfk-kihe Bî was finished, but starts off as a terible place to live.
Lëpîfk-kihe Bî was built using the conventions of Iron Elven durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Lëpîfk-kihe Bî is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Lëpîfk-kihe Bî is is constructed arround a series of spacious baked earthen mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. Lëpîfk-kihe Bî's failry decent fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
A look around Lëpîfk-kihe Bî gives you an uneasy feeling. Everything is just a little too worn down, a little too dirty, or both. No one makes eye contact. Kids play quietly, but happily. Occasionally a passerby glances at you out of the corner of their eye, staring jsut long enough for it to be uncomfortable.
Civic Infrastructure
Lëpîfk-kihe Bî has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Lëpîfk-kihe Bî. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Lëpîfk-kihe Bî's parks.
Lëpîfk-kihe Bî has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Lëpîfk-kihe Bî.
Lëpîfk-kihe Bî has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Lëpîfk-kihe Bî has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Lëpîfk-kihe Bî has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Lëpîfk-kihe Bî's public wards, blessings, and other arcane systems.
Lëpîfk-kihe Bî possesses an older civil lighting system consisting of street lamps. These lights provide nighttime illumination to most city streets.
Lëpîfk-kihe Bî has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Lëpîfk-kihe Bî's natural decorations nor waterways.
Lëpîfk-kihe Bî has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Lëpîfk-kihe Bî has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Lëpîfk-kihe Bî's locals are divided into several castes. They may be organized by social role, by imputed nobility of birth, by ethnic origins, or any other dividing principle, but they cannot imagine any other way of organizing themselves. A hierarchy of castes is not inevitable, but there will be social and legal limits applied to ensure that each caste remains fixed in its function. The outside world may or may not respect these distinctions when dealing with the locals.
Lëpîfk-kihe Bî's chapel was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In Lëpîfk-kihe Bî the milk never sours.
The Gremlin near Lëpîfk-kihe Bî are known to be quite timid.
Lëpîfk-kihe Bî's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves bloodletting to channel Elven High Magic energies of tier 2 via proclamations.

In time immemorial, reportedly some time during the late 2nd century a local hero by the name of slew a dragon and brought its hoard to Lëpîfk-kihe Bî, where it was shared with all. The recitation of the hero's story remains a popular tavern and fair tale.
